Real Estate Registration Information System
Real Estate Registration rely on a comprehensive set of manual tools to maintain proper land registry and safeguard owner rights in their respected properties and monitoring the changes occurring on parcels and ownerships registration transactions. Manual tools include all types of registration transaction logs, registers, and books. Manual hard copy documents need to be converted into quality digital data before being able to use in computers within a computerized information system. In order to upgrade Real Estate Registration capabilities to using computerized systems, a conversion project has to be initiated first to make data available in digital format. Conversion of Real Estate Registration hard copy documents to digital form is a definite prerequisite project that has to be started first. Conversion of legal documents and sophisticated map documents needs special attention and a true experience to assure quality digital data. Conversion project is more than a computerized conversion system. It is about consultancy, setting tailored specifications, designed new methodology and aggressive project management. Our developed RERIS conversion system includes all modules required to capture and quality control both tabular and spatial related data from original hard copy documents. This includes Data Entry and Update of Land Registers and Contracts, Scanning & Digitizing of Maps & Drawings, Managing Parcel Data, and Edge Matching of Parcel Maps, Geocoding of Parcel Map to National Grid, Viewing & Plotting of maps & property drawings. After conversion of valuable registration records and maps, ISC can provide a full functional software application solution to automate and handle all existing Real Estate transactions and procedures. RERIS application system is fully tested and proven in many countries in the region. The system was developed using Oracle RDBMS utilizing our staff experience in Real Estate business. RERIS was developed based on Client/Server architecture and currently we are working to have a new version to enable the Internet users to access the system remotely. The following gives more details on RERIS main functions and modules: RERIS is a true transaction processing system, where all information that goes into the system has to undergo rigid investigation. Transactions are verified thoroughly before they could proceed onto its normal processing. Applicants must present relevant documents required by the type of transaction being applied. Once the application has passed the verification stage, the transaction is approved for further processing. An application number is then provided which will be the reference number to be used by the applicant for tracking purposes. The application number in turn becomes the unique transaction reference number, which is used for ongoing further processing. All transactions require pre and post approval stages. Once all necessary approvals are satisfied, transactions document numbers are generated. Document number is a unique system generated number that is tightly coupled for approved transactions. RERIS application system programs are modularized into sub-systems. Each sub-system is further sub-categorized onto modules and sub-modules. All computer based application programs were developed using Oracle Developer 2000 Forms and Reports. Oracle Developer 2000 runtime tools are required to be installed on the client’s station in order to perform business related RERIS functions.
Main activities at Real Estate Registration Departments revolve around the following six sub-systems:
• TRANSACTIONS – The transaction sub-system groups business related actions of the registration process which is essential in defining of property ownership, parcel reshaping, ownership transfer, imposition of restrictions and other business related transactions such as Owner Name change and re-issuing of lost title deeds.
• QUERIES – The query sub-system concentrates basically on retrieving information from RERIS database to be viewed on screens. This includes transaction Status, Parcels owned by an owner, Owners of specific Parcels, and drawings.
• REPORTS – Reports sub-system is used for producing hard copy printouts of contracts, title deeds and reports. This includes Parcels owned by an owner, Owners of specific Parcels, and parcel drawings.
• FEES – Nearly all RERIS transactions requires fees payment for the service rendered. The fees sub-system handles all fees and payment related procedures.
• STATISTICS – RERIS has collected significant numerical data that can aid Real Estate management in strategic planning purposes. Similarly it can serve as a decision support tool and includes statistics on No. of Owners, Parcels and Ownerships according to City, No. of Owners, Parcels & ownerships according to Zone, No. of Owners, Parcels & Ownerships according to Parcel Type, No. of Owners, Parcels, & Ownerships according to Area, No. of Owners, Parcels & Ownerships according to Parcel Type, No. of Owners, Parcels & Ownerships according to Nationality, No. of Owners, Parcels & Ownerships According to Parcel Value, No. of Specific Transaction During a particular period of time, No. of Completed Transactions during a particular period of time, No. of Un-completed transactions during a particular period of time, Value of paid fees in a specific city during a particular period of time according parcel type, Average time for carrying out a transaction according to its type, Average daily performance per staff.
• MAINTENANCE – RERIS has also provided the application administrator / manager different flavors of maintenance tools. From application and users security modules to RERIS database monitoring and administration tasks. This includes maintenance for Adding new programs / modules to RERIS, handling grants of RERIS applications to specific users, RERIS database maintenance and monitoring activities such as Look-up Table Maintenance, RERIS active users, RDBMS systems parameters, RDBMS Rollback Segment statistics, RDBMS locks information, Table space statistics, Table extents information, User session status, Ad-hoc inquiry, Database Backup and Recovery, RERIS database export & import, RERIS user creation and granting object security privileges, Inquiring view object privileges, Synonym creation, and changing a user password.
